tHE HUMBLE BEGINNING

     In 1975 the residents of barangay Balingasa used to send their children to Eulogio Rodriguez Jr. High School (ERod) for their education. ERod was then a tricycle or a jeepney ride away from the community proper. Parents and guardians were very anxious about their children’s/ward’s safety in going to and from the school and the fact that the everyday fare was costly. These concerns of the parents and guardians made the barangay council of Balingasa to make necessary and alternative solutions— a school within the community proper. The council requested from the principal of ERod High School if it is possible to create an extension/annex of the school at barangay Balingasa. The request was brought to the attention of the former Quezon City, Schools Division Superintendent, Mrs. Commemoracion Concepcion and the former Quezon City Mayor Adelina Rodriguez respectively. With the circumstances presented by the council, the honorable mayor was convinced that a public high school was really a necessity in the community.

         It was during the school year of 1975-1976 that ERod High School had their extension/annex school within barangay Balingasa named Balingasa Annex. Fortunately enough, there are families in the barangay that were so much willing to extend their help in the newly established school. The Madrilejo family offered their compound with two-storey dilapidated apartment to the Balingasa Annex to be the temporary learning facility for the annex. The annex was headed by the Head Teacher from ERod High School, Mrs. Bienvinida Lozana and there were seventeen (17) teachers from the mother school were transferred to the annex. These teachers were considered as the “pioneer mentors of Balingasa High School”. ERod-Balingasa Annex started with six (6) sections in the first year and another six (6) sections in the second year during the enrolment in its first school year.

         The following school year, 1976-1977, ERod-Balingasa Annex was then supervised by the late Mr. Victorino Cano, from Novaliches High School. During this school year there had been a great increase in the number of teachers as it grew to have third year high school students. The third years students were transferred to the mother school while the first two years of high school stay in the Madrilejo Compound.

         It was in the school year 1977-1978 that the ERod-Balingasa Annex encountered a lot of complications and its head, the PEHM Department Head, Ms. Felicidad Gutierrez, who later became the first principal of the school had to exhaust all the means available to solve those complications. With the increasing number of enrollees, the two-storey dilapidated apartment cannot accommodate all of them and the teachers are not enough to handle this increase of enrollees for the first two years of high school. During this time, the school had to have two shift classes held from 7:00 o’clock in the morning up to 9:00 o’clock in the evening. Academic classes were the only ones held inside the congested classrooms of the school, Physical Education classes, Home Economics classes and Practical Arts classes were held outdoors and sometimes in front of the small yard of the Aglipay Church. Moreover, water supply in the community was available only at a certain time and rationed; therefore, in order to avail of it, students had to wait for their turn after a long line of pails and other water containers and at times teachers asked drinking water from nearby households.

         It was during this time that Ms. Felicidad Gutierrez discovered a vacant lot intended for a playground-recreation center for the residents of barangay Balingasa that could be a possible area to build a school. With a good intention, Ms. Gutierrez asked the former Barangay Chairperson Emilliano Samson Sr. if they could allot a portion of the playground for the school site. At first, the chairman was indifferent to the request but the persistent Ms. Gutierrez did not give up. She wrote a letter to the Mayor Adelina Rodriguez through the Division Superintendent Mrs. Commemoracion Concepcion, requesting for a one-on-one with the barangay chairperson of Balingasa. After a long pleading, eventually the chairperson granted the request. Without wasting time, Ms. Gutierrez immediately wrote a letter to the Vice Governor of Metropolitan Manila, requesting for a funding of a two-storey, ten-classroom building—the Imelda building. Further, in the following school year 1978-1979, the third year students were allowed to enroll at ERod-Balingasa Annex. Some 48 to 50 fourth year students who enrolled at the mother school were residents of barangay Balingada were allowed to transfer to the annex. In addition, this school year also had been the start of having an independence of the annex from the mother school because it already had the complete levels of high school. Thus, in July 1979 the students and teachers were able to transfer to their new home and were given full independence from the mother school with its new name, BALINGASA HIGH SCHOOL.

     In the following school year 1980-1981, a barbed wire fence surrounding the school site and a wooden dilapidated gate was seen to somehow give security to its residence. Later, Balingasa High School(BHS) has developed into a full blown school very conducive to learning, with an environment closer to Mother Nature.

     In God’s grace, another building was being constructed in the school year 1983-1984. The President Ferdinand E. Marcos building, a two-storey building with ten classrooms, was finished and ready for use in 1985.

     With the increasing number of students and teachers as well as with the increasing needs of the school, another building was constructed. It was in the year 1989, under the term of Mr. Eliseo R. Cabangon, that the SEDP building was built. During that time, the SEDP building in house the TLE practice house and Risk Reduction Management Corner of the ground floor and e-library within the traditional library and the finance staff room were on the second floor.

     In the school year 1989-1991, a very motherly and “unguarded witty punchline” principal took over the administration of BHS. She is very supportive of teachers’ projects/program/Innovation. She delegates tasks to all Department Chairmen especially in disciplining students.In 1991, one significant project/innovation proposed by Ms. Rodelia Enaje was approved and it was first ever in the Department of Education held in Balingasa on 4 Sundays at 1-5 P.M. Guests then were the Principal, Mrs. Lorenzana, Bgy. Capt. Agripino Eugenio,Sr., P.T.A. Pres. Mr. Lagamson, Mr. Baetiong a friend of Ms. Lee and Ms. Donna Gaspar worked together  with the objective of ” Home and School Collaboration ” which was supported greatly by Mrs. Lorenzana.

     The project “Ina at Ama sama-sama sa Pagpapahalaga” is a Parent Values Formation Program (PVFP) proposed by Ms. Enaje became one of the projects of the late Mayor Ishmael Mathay thru Q.C. Assistant Division Superintendent, the late Mr. Rufin 1996-2001 which the 5 years PVFP of Vice Mayor Joy Belmonte was patterned too. Ms. Enaje was one of the Pioneer Trainers-facilitators.

     Another remarkable incident during Mrs.Lorenzana’s term was the Killer Earthquake . She is so appreciative with the synchronized cooperation of the BHS family on the very organized procedure in taking care of the students.

     In the following school year, 1991-1993, the school head, Mr. Alexander Vergara, took office at BHS. Mr. Vergara is a very disciplinarian Principal that is very particular of cleanliness. He is called by most of us the “small but terrible ” principal. Nevertheless he is supportive of DepEd and Division Office Government thrusts. He keeps on monitoring the cleanliness of the surroundings especially the back areas of the buildings.

     He recommends deserving teachers to join in the Division Search for Perfect Attendance and other Programs for the welfare of the teachers,  students and tbe school.

     The following school year, 1993-1997, a two- building donated by the Chinese Chamber of Commerce were utilized as the school canteen were constructed during the time of BHS new school head, Ms. Fe C. Salvador.

     After the administration if Ms. Salvador, Mr. Alfredo R. Dela Cruz took office from 1997-1998 and the school was fortunate enough to be blessed with another SEDP building which was once occupied by the Principal’s office, Administrative staff room and Science laboratories on the ground floor; and on the second floor has the AVR/speech laboratory (reconstructed by the PTA for the SY 2014-2015 as the Conference room), Computer room, Registrar’s office and the Guidance office. The former Speech Laboratory was donated by Hon. Vincent “Bingbong” P. Crisologo and computers were donated by the GILAS foundation.

     The following school year, 1998-2002 during the time of Dr. Josefina M. Pamplina, a covert court was constructed to aid the MAPEH teachers for their activities as well as to serve as the event venue for different school activities. The covered court was sponsored then by Senator Jun Magsaysay in 2001.

     The school year 2002-2004 had been the year for ‘revisitation’  During this year, Dr. Sylvia H. Campos, started to revisit the MAKABAYAN which was written in the nomenclature with the 4 subjects: Edukasyon sa Pagpapahalaga, A. P., T.L.E and MAPEH. This is also the year that was gathering Data on School Set-up and teachers item including the excess teachers based on the Plantilla which were attended by Q.C. and Manila DivIsion Big schools such as Ramon Magsaysay Cubao, Payatas Elem and the not so small school like Balingasa High  (Ms. Enaje as the representative) a DepEd thrust during the term of DepEd Sec. Edilberto de Jesus.

     As the school was religiously focused on the Makabayan nomenclature/sort of modification in the Curriculum, BRIDGE Program was introduced and because Dr. Campos is a very dedicated and good follower of DepEd Program, the school was able to organized one Bridge Class. It lasted about 2 School Years then and gradually died in Dr. Tariman’s term including the Makabayan.

     Come 2004-2006, during the time of Dr. Grace Tariman,she gave the school a glimpse on School-Based Management (SBM) and during meetings she will never forget to share some inside story on school reports.

     It was during her time that DENR was very active in counting old trees and other Environmental issues like revisit of the 5s Segregation of waste materials. Further, it was her time when Hon. Bimbong Crisologo and GILAS foundation donated the computers and put up the speech laboratory. Brigada Eskwela was introduced and was institutionalized and BHS became a recipient of award among the small school with the presentation of Brigada Narrative and documentation by Mr. Eulogio Pebres.

     By the school year 2006-2010, when Mr. Gertulio E. Oliveros Jr. took office as a principal, he administered in putting up the concrete fence with the courtesy of Hon. Elizabeth A. Delarmente, to keep the school more secured and protected. A second gate was also built through Hon. Ricardo “RJ” T. Belmonte Jr.

     In February 2010, Mrs. Luvie A. Ocampo took over the position as school head, and her initial step was to develop and enhance the existing culture of excellence of discipline, cleanliness and academic performance of the school. One of her priority projects was the repainting of the buildings and the comfort rooms. Through a culture of excellence the positive internalization of a safe, clean, healthy environment will greatly help the people to learn.

     After a year and a half of service of Mrs. Ocampo, a TLE major Principal was assigned to handle the school in the name Mr. Maximo Placio. Although he served shortly, 9 months in the counting, he developed an Urban Gardening Program which helps the students and teachers maximize the healthy earth soil that the school has.

     In April 2012, another principal assumed office in the person of a Biology major from E. Rondon High School, Mrs. Prescilla R. Gonzaga. She initiated the improvement of physical facilities including the Guidance room, Registrar’s office, science laboratory, comfort rooms and the repair of two (2) buildings—Ferdinand Marcos and SEDP 1 building. She requested for a new building to be constructed but unfortunately was not granted. However, she was granted only the repair of the second floor of the Marcos building and a total repair of SEDP 1 building and a one (1)- storey 4-classroom building. During her time, the school site is big enough to accomodate more than a thousand students with five (5) buildings: four of which are two-storey and four-classroom; one-storey (DPWH building); and a covered court.

     However, the demand for good education and the demand for the change in the curriculum is still on heat. It was in the time of Dr. Leonora R. Lauigan, school year 2014-2016, that she started to prepare BHS to a more challenging work. She started the preparation with encouraging the teachers and students in the beautification and greening of the school by planting more ornamental and flowering plants in all buildings. Noticeably, she initiated and built a mini garden area in front of the administrative buildings where students could use the area for school activities like shooting for projects, photoshot or even just use the area as their relaxation place. Further, she also administer in the reconstruction of the administrative building by putting tiles and receiving area in the first floor.She also initiated the demolition of three buildings, The SEDP 1, DPWH building and the Imelda building to give way for another construction of bigger buildings with four-storey 24 classrooms for senior high school students. During her time as well, one of the major student organizations in the school was able to rise up again— the Youth for Environment and School Organization (YES-O). She also encouraged the students to showcase their skills in journalism and tv broadcasting by allowing them to collaborate with the Eagle Broadcasting (EBC) network and NET 25 which eventually lead to promoting the school in television around the world. Because of this innovation and motivation of Dr. Lauigan, she gained the trust and full cooperation and participation of stakeholders during school activities such as Brigada Eskwela, Anti-Bullying seminar, Preventive Measures on the Anti-Drug and Anti-Smoking seminar, PTA assembly and all others. During Dr. Lauigan’s time, the opening for the new grade 11 level did not push through because of the lack of classrooms, since the construction of the demolished buildings had not been started yet, and lack of enrollees and teachers. Nevertheless, this event in BHS gave ample time to plan everything for senior high school.

     It was in the time of the next school head, Mrs. Remedios P. Danao, that the construction of the New building A and B for senior high school as well as junior high school had started and was able to finish before the offering of Grade 11 level. In her time, school year 2016-2017, BHS offered its first batch of senior high school students with five (5) strands offering and senior high school teachers were given to the school. To further encourage students from nearby schools, BHS-SHS team together with the help of grade 10 students, conducted a school campaign and promoted school by giving a short talk and flyers to other students. To make the incoming students feel at home at the school, Mrs. Danao recreated another study area under the ‘cotton trees’ in front of the New Building A (formerly Imelda building). Thus, because of the increasing population of students and teachers, she started to update the financial sustainability of the school to help both teachers and students cope with the demanding demands of the k to 12 curriculum.

     Nevertheless, as BHS started to shine and continues to inspire people under its new administration, headed by Mrs. Carolyn C. Simon, she started to campaign for her project I EXCEL, I Educate for eXcellent Commitment and Engagement in Learning, and her project ARCH, Action Research CHampions. These projects aim to enhance teachers’ professional growth to help them address the growing demand of education. She also introduces the Learning Action Cell (LAC) session to mentor teachers in their respective teaching areas and give them opportunity in mentoring their colleagues. She invested in human capital, special to the teachers to help them gain strength and confidence to follow the growing demand of the department of education. Further, she also wanted the stakeholders to continuously give their support to the school by implementing the project I SERVE or Integration of Stakeholders for Engagement Venture for Excellence.
